Foster/Companion Care

The Foster/Companion Care Program provides assistance with daily living skills in a manner similar to residential programs, but is an alternative housing option for developmentally disabled adults who prefer to be in a family environment. Services can be provided by a consumer's own family or by a contracted foster care provider.

Eligibility

In order to participate in a foster care program, individuals must be enrolled in the Home and Community-Based Services (HCS) Program which has the following qualifications:

  1. Have a determination of mental retardation or a related condition
  2. Eligible for Medicaid and SSI
  3. Plan of Care meets program guidelines.

Family Obligations

Families are recruited based on their interest in the program and their ability to provide a stable family atmosphere for clients. The families are expected to provide a 24-hour living arrangement with room, board and supervision for consumers who will be involved in a day program or employed during the day. Services to the consumer may also include minimal help with personal care tasks, help with activities of daily living, and providing or arranging for transportation.

The program provides families with a monthly stipend. Stipends cover room, board, clothing and incidentals for the client. Major purchases, unreimbursed medical and dental expenses, and respite care costs can be reimbursed (with prior approval) through other program support.

Family Qualifications

Families are expected to take part in a home study evaluation process to ensure their ability to provide services to the consumer. They are evaluated on the health and safety of the proposed environment as well as the financial stability of the family. Families take part in an individual preparation process that provides information regarding general aspects of the developmentally disabled as well as client-specific information about the prospective consumer. Consumers participate in trial visits with the family, including overnight visits, prior to placement.
